17:04 Taoki No, it doesn't. A good 3D engine can make every visual improvement optional.
17:04 Calinou Terasology lead dev admitted his game is unplayable with a GTX 1080 at max settings :)
17:04 Taoki Xonotic / Darkplaces is a great example: It has quite morern graphics, but every modern feature can be toggled off. You can even disable 3D models for items, which will appear as floating sprites... and render the walls as simple untextured colors
